Pretoria: Demande d’annulation du décret de la création de Minembwe comme Commune Rurale.

Le vendredi, 3 mai 2019, sous l’initiative du groupe Kivu Yetu, s’ait tenue à l’Ambassade de la RD-Congo de Pretoria en Afrique du Sud, la cérémonie du dépôt de la demande à S.E. le Président de la République, F.A. Tshisekedi Tshilombo de bien vouloir annuler le décret de la création de Minembwe comme Commune Rurale suivant le détails du message de la presse repris ci-dessous dont la marche de la circonstance est prévue pour le 12 juin prochain à Pretoria.

Citizens petition DRC President to reconsider Minembwe region

Today, concerned citizens from DR-Congo, on initiative of Kivu Yetu presented a petition to the newly elected President of the Democratic Republic of Congo, Felix Tshisekedi, asking for the annulment of a decree which established the region of Minembwe, a move they say is unconstitutional.

The Minembwe region was created through the Prime Minister’s decree No 25/CAB/VPM/MINISTERSEC/HMS/075/2018 of 28 November 2018, and per the letter No 090/CAB/GOUPRO-SK/2019, of 20 February 2019.

“This declaration was done despite that in 2013 the majority of provincial deputies in the provincial assembly of South Kivu rejected this same proposal through a motion opposing Minembwe becoming either rural or urban commune,” said Diamena-Lema Matundu, a concerned citizens of the DR-Congo, sustaining the organisation Kivu Yetu.

Citizens are concerned that the implementation of the planned regional re-organisation is in breach of the constitution of the Republic.

The puzzling of Minembwe as a rural commune was conducted in malicious manner, it’s boundaries involve huge pieces of lands amputated from three different territories namely Fizi, Mwenga, and Uvira,” adds Matundu

The petition presented appeals for the President and the international community to abolish the prime minister’s decree, establish a commission of enquiry in order to advise on the matter, and immediately put Minembwe under the administration of one of the three closest territories namely Fizi, Mwenga, or Uvira, from where the huge pieces of lands where maliciously amputated.
